What causes an idoc segment to be created?

I am working with program RBDSEMET (BD10) to distribute material master idoc's. Sometimes an E1MARDM segment is created under the E1MARCM segment, but for some materials this segment is not created. How can I force generation of the E1MARDM segment for all materials?

E1MARDM is the data from MARD (Storage Location Data for Material). You need data there to get the segment.
These segments may also be filtered out in BD64.
