SNP Heuristics-Invalid Data Status error

We are re-implementing SCM from APO 3.1 to SCM 7.0. When trying to run SNP Location Heuristics in SCM 7.0, we receive an "Invalid Data Status" error message /SAPAPO/SNP105. We have implemented all relevant notes.

We have validated that the SNP product data is consistent between the 2 systems. There are no PPM/PDS and no transportation lanes-very simple setup. We have confirmed with other APO practitioners that PPM/PDS and transportation lanes are not a pre-requisite to run SNP Location Heuristics.

We have created an OSS Message and have implemented all the SAP recommendations to no avail. We continue to escalate the issue with SAP.

We have run all of the consistency checks and everything is green.

Any help or insight into this issue would be much appreciated. This issue is stopping our integration testing and is impacting the project schedule.
