UCES - Utility Customer E-Service

Can anyone give me a bit of background to this skill-set and advise on what companies have implemented it? I know it cannot be found in the UK Market.

I know a couple of guys in the states who have implemented it. One was in San Jose
Had to move from the UK to Prague to find an English speaking project
