You should have cyrillic fonts in your system that you can use. What's your question exactly?

If you need to have the vendor's address in cyrillic, you create the Russian international version of the address in the vendor master data, and use it.
Have a look here for the neccessary steps.

So what's your problem? Language determination? Form creation? Font?

sapscript? smartform? Adobe Form?
For sapscript, you'll have to create it in russian.
For other forms, you'll have to translate them.
Probably manually, forms seldom use ddic reference for their texts.
And you'll have to use a cyrillic font.

Edit: i'm moving this to the SAPscript/Smartform forum.

Your form structure will remain the same - you can onbly modify it in the original language.
Your form text elements will be copied from the creation language, I think, and you'll have to modify them to have Russian labels.
