can't find constant value

we have defined one constant below: 'Z_AT_PAYMENT_MAIL

where should we define and find value of this constant, is it in SU01 or field in LFB1 table?

It depends what the constant value Z_AT_PAYMENT_MAIL represents.

Is it a Standard Text (suggested by its name), a Parameter Id, a fieldname, or something else ??

Here, you defined a constant lc_textnam, and its value is 'Z_AT_PAYMENT_MAIL'.
As there's no usage of this constant in the provided code, it's hard to tell what's its use or signification - especially since its type is quite generic.

Based on the name of the constant, and the value, I'd guess it's a standard text - try SO10.
