TMS Error:SYSTEM_ACCESS_DENIED

Hello Gurus,

Need your help.
We encounter this TMS Error. We've refreshed the QAS system and after setting up the transport route, this error occurs.
WHen checking the STMS in DEV and PROD, they are all good and no error.

System PRD cannot execute command
Message no. XT114

Diagnosis
An error occurred in the TMS communication layer.

System: QAS.DOMAIN_KSF(000)
Function: TMS_CI_START_LOCAL_SERVICE
Error:SYSTEM_ACCESS_DENIED (PRD)

System response
The function terminates.

Procedure
This function may not be executed from the specified system.
