Dialog Instance Install on Windows Oracle

I'm trying to install a dialog instance on a new Windows Oracle system. But I get these errors on the Start Instance step of the install:

SAP-Basis System: Initialization DB-Connect Failed, Return Code 000256
Database: > ORA-01017: invalid username/password; logon denied
Database: Database error 1017 at CON

I'm not an Oracle guru - I know something needs to be changed in the database but I'm not sure what.

SAP note 400241 and 834917

and try "R3trans -d" and supply trans.log

This is one for the books - the installation software inserted a sapmsECQ entry for port 3600 in the services files. They seem to have reintroduced the old bug where they don't end that line properly. So I stopped what came up of the instance, and restarted it after adding a '# ' line after the sapmsECQ line.

It worked.

This bug comes and goes. How hard can it be to remember to add a <CR> at the end of a line?
