Temporary Rotational Assignments

We provide employees with temporary rotational assignments in order for them to gain knowledge of other parts of the business. They aren't transfers as their home base remains responsible for their employment status. However, responsibility for time reporting and pay cost goes to the receiving department during the rotation. The employee goes back to their home base department once the rotation is completed. Does anyone know what the best way to effect this process is using SAP HCM?
