MR21 - How to attach a document

Hi Folks

Does anyone know if we can activate the GOS toolbar in MR21 via a parameter or similar? we wish to attach documents (eg text/xls/email) to support price changes. Wasnt sure whether to stock this in FI or Techie....

Any ideas appreciated!
