if you run the availability check in MB1B you will get the combination of checking rule + cheking group.
you need to add sales deliveries in the scope of check for this combination to make the reserved stock unavailable for MB1B movements.

we've had a similar problem within a sales chain including 2 sales orders in a row. it's possible to make the system issues a yellow message in case you excess the quantity, but not red. find the place where the message is being issued and make it red via enhancement.

Make a new GI dated 30.06.2011, reverse it on the initial date, reject sales order line item not to have an open chain.

To fulfill the requirement to invoice every 1st and 16th you can use 'invoicing dates' field in customer master->sales->billng having set up the appropriate factory calendar

You can use credit check, but in case the order is accepted and stock is reserved you'll have to recheck availability to have you order delivery blocked.
