Seth,
not sure if its the cause of your issue but I have had problems before with project values because there was no FX rate dated on the first of the year. Ensure that there is a FX rate for 01/01/2009 and this may resolve the problem.

This is controlled by the Depreciation Area. Have a look at t-code OADB but give it some thought before you make the change because it affects the entire depreciation area and not just that asset.

What you can do will depend on which work area your query is in. If your query is in the Global Area, the way it should have got into your Prod environment is via a transport, in which case, it should exist in your Development area so you can re-transport it from there.
