Its a fixed asset document so you should use AB08 to reverse it.

The cost center is in a distribution cycle or an assessment cycle - probably inadvertently by having a cost center range in the cycle? - you need to remove it from the cycle and then you should be able to delete it. Whilst sorting this out, you might want to lock it from postings in the cost center ...
