Upload Qualification Groups and Qualifications program?

My functional HR person wants a program to upload perhaps as many as 500 (total) qualification groups and qualifications, normally input manually via transaction OOQA. Can anyone point me to functions or BAPIs to do this? I'm looking around in the program using /h but not even close, yet...

This is very simple and you should have modular routines already in your repetoire to do this. Here's the way I'd probably do it: OPEN DATASET for the desired file on the server, whose name can be totally hidden from the user if desired or it can be a parameter for screen input.
