It is absolutely not possible to do a first-come first-serve in SAP without the use of special stock, because SAP does not hard allocate availability. You could do this within a workflow trigger, or in the delivery document save (post-update) user exit, launching the order output from there.

Three other factors (check the requirement assigned in the access sequence):

VAT registration country
Departure country
Destination country

If the departure <> destination, you generally cannot go domestic with the standard requirements.

Dependencies are not like a programming language. The scripting rules are very basic. You'll have to use AND logic instead of trying to build nested functions.

If you have a long dependency that looks like this, you might consider using a variant table instead.

Have you been able to validate that the split fields are identical (reference, assignment, etc)?

BSEG should look almost identical for each line if you want consolidation to occur.

Chances are that the assignment or some other key field in the accounting line item is different. Could be a user exit or substitution rule that was not ported over correctly.
