You should be able to change it but only under very specific circumstances.
In short, the material may not have been used already in any kind of document. Once it is used, you can't change it anymore.

If I'm not mistaking, there should exist an OSS note about the problem.

The info comes most probably from table MARM (alternative UoM per material).
The quantity of UoM only contains up to 3 decimal places.
Change it in the material master to 1000 LB : 119,826 GL.
(Or for the decimal point users 1000 LB : 199.826 GL)

In version 4.7 you have on item level a column for delivering storage location (standardly hidden in the item overview almost totally to the right). No customizing can fill this in for you.

In older version it may not be available. I know in any case that in version 4.0 it was not available yet.

You can always use the available user exits to add any special requirements of your liking.
There is no standard customizing to fulfill completely your requirement.
