for you responses. I was able to solve the problem by changing the Maintenance Strategy to:
C1=26W
C2=52W
C3=104W
C4=208W

Package sequence when started:
C1,C2,C1,C3,C1,C2,C1,C4,C1,C2,C1,C3,C1,C2,C1,C4 etc.

I created a new task list with one operation and all packages selected. When I tried starting the plan, I get the same results. Package C3 wants to follow C8.

The frequency is a constant 26 weeks between each package. I specified the frequency as follows in the maintenance strategy:

C1=26W,C2=52W,C3=78W,C4=104W,C5=130W,C6=156W,C7=182,C8=208W

No calender specified, but I did initially specify a calender with all days as working. The resulting maintenance package sequence was also mixed up after C8.
