difference is clearly observed in case of budget billing. in budget billing sceduled bill date is monthly/quarterly and period end date is the end date of contract. Entering reconnection is SAP's standard proc. You need to enter the reconnection one day before the device removal.

As far as cancelling of DISCDOC and enter reconnection is concerned, it can me made in background. so, for user's point of view, he has entered disconnection at a stretch.

Late payment charges is not an issue. You need to device a separate dunning procedure while specifying a required dunning amount.
