You will need to make sure you have a correct WM-IM interface configuration for the plant-to-plant IM mvt 301. It's not clear whether your two plants are mapped to the same WM warehouse or different warehouses; what happens will depend upon this, and whether the "from" plant/sloc is WM-managed and/o...

The field MARC-QMATV is the checkbox that indicates whether the material has an inspection set-up for the plant at material master level.
Table QMAT gives the list of inspection types set up for the material in the plant.

I don't think SAP should be allowing either total or available quantity to go negative in any bin if the storage type doesn't permit this. Did you check the procurement type in Material Master (MRP 2 view)?
If this is E or X the MRP will propose manufacture (planned order) rather than any sort of external supply, unless specifically overridden by a quota arrangement.
