Yes, you could use 1010 or you could also use one of the descriptions or create your own on IT 1002.

I don't fully understand the requirement, but here goes.

You could just set up additional work schedules to cater for these employees on 40. Alternatively if you have very flexible requirements you could make use of substitutions.
